Rule Issue

Minor Rule Misunderstanding
A player on the Gray Team was upset with a call in the penalty area during the game. A player on the Yellow Team, not the keeper, used his hands to stop a goal from going in. I blew the whistle and awarded a direct kick on the perimeter of the penalty area as is states in the rule. I did not issue a RED card as sanctioned in FIFA rules.
The player was upset and kept chirping about the rules not being enforced.
While I could have issued the RED card, I thought it best to allow the player to stay in the game.
